Biographical Information

Judson H. Turner is currently a partner with Gilbert, Harrell, Sumerford & Martin, with a focus on environmental permitting and compliance, regulatory advocacy, public policy development and government relations. His public service includes serving as a special assistant attorney general, director of the Governor’s Office of Interagency Coordination and Management of Water Resources in Georgia, director of the Environmental Protection Division of the Georgia Department of Natural Resources, executive counsel to former Georgia Governor Sonny Perdue, and general counsel for the Georgia Department of Education. Georgia House Speaker Jon Burns recently appointed Turner to serve on the House Study Committee on Navigable Rivers and Related Matters, created by passage of H.R. 1554 during the 2024 Session of the Georgia General Assembly.

He has previously served as a part-time instructor for UGA’s School of Law and School of Policy and International Affairs, as well as an adjunct professor at the Albany State University Georgia Water Planning and Policy Center. 

Turner earned his bachelor’s degree summa cum laude from UGA and his Juris Doctor from the University of Virginia School of Law.
